There is a program called changepass.pl included with the Webmin distribution to solve this problem.

Assuming you've have installed Webmin in /usr/local/webmin-1.xxx, SSH to the server and run the following command to change the password for the user admin:
 

  • /usr/local/webmin-1.xxx/changepass.pl /etc/webmin admin NEW_PASSWORD
